Daniel J. Chavez - Executive Director

Daniel J. Chavez joined San Diego Beacon HIE as Executive Director in March 2013 with more than 30 years of health care information technology experience. He has an extensive track record of cultivating startups, business development and product marketing. Previously, he served as Vice President of Marketing and Business Development for Independa, a San Diego-based innovator that provides solutions to help the elderly remain independent. In his previous positions, Chavez was Executive Vice President at Payformance Corporation, Senior Vice President and General Manager of the medical division of Immersion Corporation, and Senior Vice President at Availity. His prior experience includes IBM, GTE, SAIC, Stellcom Technologies and CSC. He holds a BA from San Jose State University and an MBA from Stanford University.

James Killeen, MD - Chief Medical Officer

James Killeen, MD, is a Clinical Professor in both the Emergency and Hyperbaric Medicine Departments at the University of California, San Diego (UCSD). He is Director of Information Technology Services for the UCSD Emergency Department and Chief Medical Officer for San Diego Health Connect. Dr. Killeen's accomplishments include the design and implementation of the first UCSD Health Information Exchange (HIE) that links community clinics with UCSD for clinical records and medical homes; the design and implementation of the San Diego EMS Hub that links EMS patient records and EKGs to hospitals in real-time; and the lead architect for the ONC-funded San Diego Beacon Project, which serves as the foundation of what is now San Diego Health Connect.

Jenn Behrens, MSW, PhD, FIP CIPP/US, CIPP/G, CIPM, CHPSE - Chief Information Security Officer

Jenn Behrens, specializes in privacy, governance, and identity management. She is Partner and Executive Vice President of Privacy for KUMA, and is contracted through KUMA to provide Chief Information Security and Privacy services for San Diego Health Connect (SDHC). Jenn works with local, state, federal and commercial organizations to develop and mature information security and privacy programs. She guides companies in establishing robust governance structures, and leads organizational negotiation of privacy and security controls with business drivers. Jenn leads privacy efforts for multiple federal government pilots focused on the National Strategy for Trusted Identities in Cyberspace (NSTIC), is the Identity Ecosystem Steering Group (IDESG) Plenary Chair, is a former IDESG Privacy Committee Chair, served as a Healthcare Information and Management Systems Society (HIMSS) Patient Identity Integrity Workgroup Member, and is an International Association of Privacy Professionals (IAPP) Women Leading Privacy Advisory Board Member. She is a sought-after speaker, presenting for multiple years at conferences such as IAPP’s Privacy.Security.Risk conference, RSA, IAPP’s Global Privacy Summit, Global Identity Summit, Solove’s Privacy + Security Forum, Ping Cloud Identity Summit and more.

Jenn has BA (UVA), MSW (VCU), and PhD in Public Policy and Administration (VCU.) Jenn holds CIPP/US, CIPP/G, CIPM and CHPSE credentials, and was recently recognized by IAPP as a Fellow of Information Privacy (FIP).

Leo Pak - Vice President of Operations

Leo joins San Diego Health Connect with a wealth of technology, management, health plan, HIT and HIE experience. He was recently CTO with Manifest MedEx and the Inland Empire Health Information Exchange. Leo was also with the New York E-Health Collaborative, the HIE technology organization for the State of New York as its VP of Product Development. Prior to that he was the Managing Director IT for Evolent Health, a population health management services organization a joint venture with UPMC, and also served as the Staff Vice President of Technology for WellPoint.

Leo has a Health Information Technology Graduate Certificate, Information Management and Exchange Specialist from George Washington University, School of Health and Health Services; a Masters of Science in Information Systems Technology, Management of Information Systems, George Washington University, School of Business and a Bachelor of Arts, Philosophy and Theology from the University of Scranton.
